To advance Hubei's collaboration with the world in'carbon peaking and carbon neutrality'efforts and promote the development of the carbon market and carbon finance, the 23rd Conference on Overseas Chinese Pioneering And DevelopingIn China (HCH) Carbon Finance Empowering Industrial Development and Climate Investment and Financing Forum, sponsored by the Hubei Provincial People’s Government and the Overseas Chinese Affairs Office of the State Council, was held on the 17th at the East Lake International Conference Center in Wuhan.
此次论坛是将“碳”主题首次纳入华创会的探索创新之举，以“金融赋能‘ 碳’索未来”为主题，汇集国际国内生态环境、金融等领域专家学者智慧，共同探讨碳市场领域国际合作、碳市场金融制度创新、气候投融资发展等热点问题，以金融助力碳市场发展，推动碳市场领域国际合作，为“双碳”产业发展注入新动力。
This forum marks the first time the'carbon' theme has been integrated into HCH as an innovative exploration. Centered on the theme'Financial Empowerment for a Carbon-Neutral Future,' the forum gathered international and domestic experts and scholars in ecology, environment, and finance. It focused on hot topics like international cooperation in the carbon market, innovation in carbon market financial systems, and development of climate investment and financing. The aim is to use finance to boost the development of the carbon market, promote international cooperation in the field, and inject new momentum into the'carbon peaking and carbon neutrality' industry's growth.
湖北省生态环境厅二级巡视员田啟在致辞时指出，湖北在加强区域碳市场体系建设、扩大碳金融规模、加快带动碳产业发展等方面务实推进，已取得良好成效。未来将锚定加快建设全球碳交易注册登记中心、全国碳市场中心和全国碳金融中心三个中心的目标，以深化湖北区域碳市场建设为抓手，以建设科学稳定高效有序的全国碳排放权注册登记系统为牵引，持续推动碳金融和气候投融资创新，扩大碳产业规模，助推湖北在新发展格局下实现绿色低碳华丽转型。
Tian Qi, a second-level inspector of the Hubei Provincial Department of Ecology and Environment, stated in his speech that Hubei has made good progress in strengthening the regional carbon market system, expanding the scale of carbon finance, and accelerating the development of the carbon industry. In the future, Hubei will aim to quickly establish three centers: a global carbon trading registration center, a national carbon market center, and a national carbon finance center. The region will deepen the construction of the Hubei regional carbon market, create a scientific, stable, efficient, and orderly national carbon emission rights registration system, and continue to innovate in carbon finance and climate investment and financing, thus expanding the carbon industry and helping Hubei to achieve a green and low-carbon transformation in the new development pattern.
近年来，为落实国家对气候投融资试点工作的要求，武汉市武昌区搭建了以碳账户为基础，项目库、企业库和金融产品库为核心，投融资服务为功能的武汉气候投融资综合服务平台。本次论坛期间，该平台正式上线，未来将引导和促进更多资金投向应对气候变化领域，有效推动公共和社会资本的合作机制，优化能源结构，助力“双碳”目标早日实现。
In recent years, in order to implement the national requirements for the pilot work on climate investment and financing, Wuchang District of Wuhan City has set up the Wuhan Climate Investment and Financing Comprehensive Service Platform, which is based on carbon accounts, with a project database, enterprise database and financial product database as its core, and investment and financing services as its functions. During this forum, the platform was officially launched, which will guide and promote more funds to be invested in the field of climate change, effectively promote the cooperation mechanism between public and social capital, optimize the energy structure, and help the‘carbon peaking and carbon neutrality’goals to be realized as soon as possible.
本次论坛由武汉市委统战部、武昌区人民政府承办，共有来自省市区相关部门领导，特邀嘉宾、华侨华人代表，在汉各金融机构、投资机构代表，高校及科研院所专家学者，涉碳企业代表等150余人参加。
