科创：集中力量突破高端AI芯片、智能数控机床、高端医疗装备等“卡脖子”技术，前瞻谋划生物合成、空天技术等千亿级规模的科创“核爆点”，构筑创新赛道的“卡位”优势。技术合同成交额达到5500亿元以上。高新技术企业新增5000家以上。

乡村振兴：支持公安、沙洋等县市创建国家超级产粮大县。新增省级以上农业产业化龙头企业50家。
